Project Background
Well-City Salisbury is about connection. Connection to the arts, to heritage, to our local area, to the landscape and to each other.
Bringing together the combined experience and unique skills from four partner organisations across Salisbury and South Wiltshire (ArtCare, Wessex Archaeology, Wiltshire Creative and Wiltshire Wildlife Trust) the project supports adults and young adults with mental health needs through creative courses, volunteering opportunities and training. Incorporating a social prescribing model, Well-City Salisbury works alongside local organisations and health care services who are supporting people with mental health needs on their wellbeing journey.
In May 2021, the project received £260,000 from the National Lottery Community Fund to fund this innovative three-year project and in November 2024 the project was delighted to receive a further £368,000 from the National Lottery Community Fund for another three years’ worth of engagement and activity, building on the learning and experiences from the first three years and providing people in the Salisbury area with a selection of creative opportunities.
Activity includes, creative 10-week courses, monthly art club sessions, personal projects and placements, participant workshop and training opportunities, community training, exhibitions and end of year celebrations.
Theory of Change Facilitator and Evaluator – invitation to tender
Well-City Salisbury is seeking a critical friend to facilitate a Theory of Change model and to monitor and evaluate the impact and legacy of a significant community engagement, learning and wellbeing project.
As our Theory of Change Facilitator, you will support the four project partners to solidify their understanding, aims and outcomes for the project. You will help us to define our long-term goals and to map the journey of change for the participants who will take part in the project.
As our critical friend and evaluator your primary deliverable will be to prepare a methodology for monitoring and evaluating the project and a timetable for data collection and evaluation deliverables. We seek to understand both the immediate and legacy impacts on participants, the community and partners.
We are looking for evaluators who will adopt a more creative and person-centered approach to evaluation, moving away from standard clinical evaluation frameworks and who will work with us to encourage a more reflective approach.
We’ll also be looking for your support and guidance as we further develop the Well-City Self-Identified Aims Wheel and other ways in which we put the participants at the heart of the evaluation process.
As the project develops and grows over the 3 years you will sense check our aims and outcomes and ensure that we are collating the right evaluation in order to inform our next moves and to ensure that at the end of the funded period there is room for further growth, legacy and sustainability.
We are seeking somebody who is or has been a practitioner in the wellbeing/arts/heritage sector and who has significant experience of monitoring and evaluating community wellbeing engagement projects, perhaps with NL funding (heritage or community fund) experience.
The project will run for 3 years and is set to conclude at the end of Spring 2028. In total we require 5 days with a Theory of Change Facilitator and 40 days of evaluation.
Year One: 5 days of Theory of Change time and 10 days of evaluation time
Year Two: 15 days of evaluation time
Year Three: 15 days of evaluation time
The fee for the full three years is £21,600

Deliverables:
- A Theory of Change model and narrative for the project including the wellbeing journey for the participants as well as the delivery team including artists
- Prepare, submit for acceptance a methodology and toolkit for monitoring and evaluating the project.
- A timetable for data collection and evaluation deliverables.
- Evaluation training and workshops for the project partners
- Establish a framework for evaluation.
- Visit the project in person at least once a year to meet with participants, artists and staff
- Yearly team training and reflection sessions
- Production of interim and final evaluation reports
- Participation in the end of project symposium
